On March 24, 2014 in his speech on a conciliatory council of heads of parliamentary factions and heads of the committees of the Verkhovna Rada of Ukraine the Chairman of the Committee on Agrarian Policy and Land Relations Grygorii Kaletnik offered to include to the agenda of the session the bills, which today are very important for further development of the agrarian sector of the country.


They are the draft law of Ukraine "On Amendments to the Law of Ukraine" On State Land Cadastre" about the abolishment of fee for entering of data into the State Land Cadastre and changes to them", the second reading, Reg. 3061. The Chairman of the Committee noticed that the bill will be positively perceived by the society, because with it’s adoption the fee for entering of data into the State Land Cadastre will be abolished, as citizens especially of rural areas constantly have complaints of this fee.

The following is the draft Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine regarding determination of the structure, content and order of approval of documentation on land use", the second reading, Reg. 3238. Adoption of this project will give the opportunity to eliminate the ongoing abuses and corrupt practice in land relations which are faced by ordinary people during the process of registration of documentation on land use.

Grygorii Kaletnik once again raised the question of inclusion to the agenda of the session a very important law "On Amendments to the Tax Code of Ukraine (concerning the collection for the use of agricultural land)", Reg. 2059а. He emphasized that the Committee of the Verkhovna Rada ofUkraine on Taxation and Customs Policy, for unknown reasons, for almost a year delay the consideration of the bill. At the same time it’s approval on the legislative level will help to regulate the question of compulsory social payment of land users at the level of 80-100 hryvnias per hectare to the budgets of village councils. This is nearly 3 billion hryvnias, which can be used for the maintenance and development of educational, medical, cultural spheres and other social infrastructure of rural areas.

The Chairman of the Committee supported the consideration of bill Reg. № 2436 on simplification of a number of procedures for the development of agricultural business in Ukraine.
