On 4th October, 2013 the Verkhovna Rada Committee on Agrarian Policy and Land Relations held a meeting in Odessa region.

After the meeting, while giving answers on questions from journalists, the Chairman of the Committee Grygorii Kaletnik paid particular attention to the use and sale of land for permanent crops; government regulation of the wine industry, registration of heritage in rural areas, as well as the consequences in case of abolishment of moratorium on the sale of agricultural land .

Grygorii Kaletnik noted that in present conditions , when the government has a policy, which is aimed at the development, protection and creation of new horticultural enterprises of different ownership, increasing of fruit, berries and garden material production for the recreation of perennial plants, special attention should be paid to the regulation at legislative level of public relations concerning the usage of agricultural lands for perennial crops, as inconsistency of the mechanism of circulation of land and perennial crops as property for a long time led to different approaches to land use and vegetation.

Also, Grygorii Kaletnik stressed on that the wine industry has great importance in the social and economic development of regions of Ukraine, including viticulture and wine - sector of agro-industrial complex of Odessa region. This sector has always played an important role in filling the state and local budgets, dealing with important socio-economic problems of the region. However, unbalanced state policy in this area revealed a number of problems in terms of compliance with the rules of wine and other products, product certification for compliance, quality control of these products etc. Assessing the state and tendencies of the development of the wine industry of Ukraine and Odessa region, it should be noted that currently it is important to create conditions for the effective operation of the industry as one of the promising areas of agricultural activity, which has the capacity and potential for further economic recovery and development.
          Concerning  the abolishment of moratorium for the sale, Grygorii Kaletnik noted that in case of cancellation and creation of land market, it will be difficult to predict further development of the agricultural sector , which proved to be stable even in financial crisis , as Ukraine has provided an opportunity to ensure food security and receive income from the state budget. So, the Committee on Agrarian Policy and Land Relations conducts works, collects analytical and other information on the given issue for making the efficient and correct decisions. In opinion of Grygorii Kaletnik,  land market has huge potential and future economic development and land use, therefore the moratorium on land sales may be canceled in case of legislative regulation of absolutely all relations in land area. Today these issues are not regulated properly.
