On 15th May, 2013 under the chairmanship of Grygorii Kaletnik – the Chair of the Committee of Agrarian Policy and Land Relations, were conducted hearings on “State support of the development of hop growing, planting of young gardens, vineyards and their protection”
In committee hearings took part the people’s deputies of Ukraine and the representatives of : the Ministry of Agrarian Policy and Food of Ukraine, the Ministry of Finance of Ukraine, National Academy of Agrarian Sciences of Ukraine, agricultural enterprises "Masandra", "Shabo", "Svarog", "Koblevo", hop growers of Ukraine and professional associations ...
While discussing the current state of government support of mentioned industries, all the participants emphasized on the negative consequences of directing 1.5% fee to the general fund of the State Budget of Ukraine, as it is provided by the Law of Ukraine "On State Budget of Ukraine for 2013", that will stop planting of perennial tries on the basis of latest technologies, building of refrigerators with controlled atmosphere, purchasing and installation of fast freezing cameras etc.
The participants of hearings offered to provide in 2013 full payment of credit indebtedness, which appeared in 2012 and finance the current expenses at appropriate level in 2013.
According to the results of the discussion at the committee hearings, the Committee decided to:
1. Consider financing of the state program "State support of the development of hop growing, planting of young gardens, vineyards and berry plantations and their protection” as unsatisfactory.
2. Recommend the Cabinet of Ministers of Ukraine:
- According to the results of the first quarter of 2013, with amendments to the State Budget of Ukraine for 2013, provide in full - 1 180 mln. hrn. financing of the program "State support of the development of hop growing, planting of young gardens, vineyards and berry plantations and their protection” from special fund;
- Ensure in full, in the first half of 2013 ,the payment of credit indebtedness which appeared in 2012 in financing of the program “State support of the development of hop growing, planting of young gardens, vineyards and their protection”;
- Make amendments to the measure 1 task 17 of Action Plan on implementation of the State Program of activation of economic development for 2013-2014, foreseeing in 2014 the predicted amount of financing in sum 1295 million hrn. from the State Budget of Ukraine for State support of development of hop growing, planting of young gardens, vineyards and their protection;
3. Ministry of Agrarian Policy and Food of Ukraine should elaborate appropriate amendments to the normative and legal acts of Ukraine in improving the efficiency of the usage of costs of State Budget selected for the support of viticulture, horticulture and hop growing in the state and submit them for approval in the prescribed law order.
