According to my opinion, in recent years in Ukraine appeared judicial persons of agrarian direction, who found a way for minimization of their participation in the process of formation of the state budget.

Besides, legislative possibility of registering of entities (or subjects) of economic activity, independent from the location of an enterprise, forms the picture of local incomes. So, at the present time exists legislative regulation of these issues.
