Grygorii Kaletnik : Educational legislation needs reform

The norms of existent version of the law on higher education are outdated, as they were adopted in 2002. That is why educational legislation in Ukraine needs reformation. In my opinion, the discussion on the development and adoption of a new law on higher education is politicized. First of all, we shouldn’t pay attention to the party affiliation of authors of draft bills but read their essence and evaluate which norms of draft bills are the most perceptible to educational innovations in Ukraine and which provide a real cooperation between education, science, business and government.

I don’t understand the disturbance of authors of other variants of draft bills on higher education on External Independent Testing, because the draft bill № 1187 doesn’t abolish the testing. It provides paying more attention to the score of the certificate and entrance exams to higher educational institutions. Many scientists believe that mass, besides choiceless introduction of the system of External Independent Testing does not guarantee an objective determination of the level of knowledge of pupils and entrants and in the future will inevitably lead (or leads now) to the emergence of the next, more sophisticated corruption schemes.

Let’s recall how many inconveniences it creates: all the incorrectly planed tests and errors in them, it is rather problematic to get reach to the point of passing of external independent testing. But that's not all the problems. According to the point of view of experts, testing may negatively affect the erudition of younger generation. Tests don’t teach children to verbalize their knowledge and solve the tasks and when there is no communication between students and teachers, the ability to express your own thoughts and ideas is gradually lost. Also tests do not involve writing of your own answer that leads to loss of logical thinking. System of External Independent Testing shows the level of knowledge only of those subjects which school graduates pass. It is necessary to consider other scores on subjects of school curriculum, because they show the general level of knowledge of an applicant. What must do those school graduates who do not have certificates of external independent testing, but have a desire to get higher education?
